As a nonresident in Illinois do i have to file if the rental property operates at a loss and i have no other income?

You might not be required to file, but you may choose to file.  Since you don't have taxable income in Illinois, filing a tax return there is not required.  However, filing a return (even with a rental loss), may keep Illinois from asking you questions on why you did not file a return there, and especially if you have filed a rental return previously with a gain reported.
