Can a person deduct carry over capital gains against FULL capital gain earning this year I>E> carry over is 10,000$ loss, this year earneda long term profit of 10000$.

Yes, your capital loss carryover can offset all of this year's capital gains. If you have a $10,000 loss carryover and $10,000 of capital gains this year, your net capital gain will be zero. TurboTax will do the calculation automatically when you enter the gains and the loss, or if the loss is transferred from your 2016 tax return.

When you posted your question you indicated that you are using TurboTax Online Free Edition. You cannot enter capital gains and losses in Free Edition. You will have to upgrade to Premier or higher, or use any edition of the CD/Download TurboTax software.
