Why rental expenses reduce the refund?

If I select my rental income to be QBI, why my rental expenses will then reduce my refund? Should I better not report the expense?

Why rental expenses reduce the refund?

No, you should report your rental expenses.

Instead, you need to be sure that your rental activity is actually Qualified Business Income because most rental activities are not QBI.
