The gain from my investment sales decrease but I don't see my refund goes up. Why?

If the gain that is decreasing is long-term capital gain (investments held for more than 1 year), and you are in the 10 or 12% tax bracket, the tax rate on your long-term capital gains is $0.  So even though you reduce the gain, it may not increase your refund.
