Should the cost of refreshing existing landscaping for a rental property be expensed or depreciated?

Existing mulch and stone landscaping for a rental property was refreshed in 2017.  Should the cost be expensed or depreciated?

You can expense the cost of maintaining your landscaping for the rental property. These expenses would be considered maintaining the property and not a capital improvement.
