i PURCHASED A RENTAL PROPERTY AND BEFFORE I RENTED IT i BOUGHT NEW WASHER AND DRYER AND INSTALLED BLINDS. DO I LIST THE COST OF THESES ITEMS AS CLOSING COST?

NO ... these things should be listed as independent assets and depreciated along with the cost of the property.
