I was married in July 2018. I have paid "rent" to my spouse for the entire 2018 year. Does he have to claim rental income for January through July 2018 on his house (he never lived in the house)

Sounds like a house expense sharing situation as opposed to a business deal so I would not think either of you would have to report it.
