Housing assistance and the renter certificae

Is a renter whose rent is totally paid for by house assistance entitled to a rental certificate.

Which state? If you are in the state of Michigan, then a renter cannot claim the credit for rent paid by housing assistance, so you would not need to issue a credit to a person whose rent was paid by the government.  This would likely be the case for most states, but Michigan is one of the ones that the credit is applied for with a tax return.  

"Rent Assistance - If any portion of your rent was paid on your behalf by MSHDA, or any other government agency, you are only allowed to claim the portion of your rent that you actually paid.
