Capital Gains Worksheet Giving Smart Check Error Apparent Loss amount placed in Transaction column

Down loaded Etrade 1099-B automatically.  Smart check error says ~200 errors on worksheet.  Looks like losses for transaction are placed in the opening cost column.  Throws error of "Not in range" or something similar.  Upon inspection value is negative as it is the loss on a transaction, but appears in an opening basis column.

This process is supposed to be automatic as that is why we use turbotax and download the 1099-B.  So who is wrong here - Etrade or Turbotax?  I had a somewhat similar problem a year or two ago and they pointed the finger at each other after I spent hours on the phone with each.  Eventually I waited a few weeks, deleted the import and imported the 1099-B again.  Suppose maybe someone will fix it this time.  Anyone have a similar issue?  Note - I downloaded the 1099-B from Etrade the first day that it was available.

Thanks in advance.

Clarification 2020 Turbotax.  Feb 16, 2020 download of 1099-B from Etrade.

the problem could have been a transmission issue since yours is the only thread (Etrade or any other broker) I've seen about this type of problem.  delete the original import and try again.

So that is the first thing that I tried. It did not work then and it does not work now.

The exact problem is that the auto import of the 1099-B ends up with the sales price or proceeds field on the  1099-B worksheet as being negative.  This appears to actually be the gain or loss on the transaction.  When it is negative (loss) the smart check flags it as out of range.

Scrolling down on the worksheet (Sale Results for form 8949) , the Sale Proceeds actually show up as negative and shows the loss on the transactions.

Again this is either a Turbotax issue or an Etrade Issue!

P.S.  I get the same error 200 times and the point of this is for it to be seamless.  The CSV from Etrade is correct as is the PDF, but I have no way to actually look at the download as it is read into turbotax or is there?

The ironic thing is that all the results at the top level of my tax return all seem correct and consistent with expectations from looking over the 1099-B.  However, the system will not let me file due to the smart check errors.
