Can we claim or deduct the difference (loss) when selling a rental house for less than what we purchased it for?

Yes. Since it is business property, not personal, you can deduct the loss. Gain and loss are calculated on Form 4797 after taking into account any depreciation.

You will enter the sale in two different places in the Rental Section. Please see the screenshots below.
