Can I claim rental expenses in 2017 to get my property ready to rent if I had no rental income in 2017 but will have rental income in 2018?
Can I carry forward the expenses from 2017 and claim them on my 2018 return? I am assuming that without rental income in 2017 that I cannot claim any rental expenses on my 2017 return.

Yes, you can claim those expenses in 2017, even if you had no rental income. You cannot wait 2018 to claim those expenses.
