I was just wondering if a transfer of funds from a standard IRA to a Roth IRA could apply towards satisfying the government's Required Minimum Distribution?

No, a Required Minimum Distribution (RMD) can't be rolled over, therefore, a rollover can't be an RMD.

I have paid mine in this year. But the Gov. pass a law . on March 27 and said we could get it back this year.Is that right?

The government passed skipping - not taking- the RMD this year. You do not have to take your RMD. You can take it if you want to.
