Sounds like you don't have the contribution entered. After you input the contribution you will get questions to confirm your basis carryover (8606 Line 2). It doesn't matter which order you enter 1099-R or the contribution in, it will just affect how the tax owed changes until you're done with both. If you enter the 1099-R without the non-deduction contribution it will get taxed on 1040 4b which is what you're describing. When you enter the contribution the tax will come back down. Note after you've input the 1099-R you will get a summary screen of your 1099-Rs. You then need to click Done or Continue to get the further questions to identity the 1099-R as a Roth conversion.

"Nobody wants to make a copy of my hard drive". Bull**bleep**! That is exactly what cloud based computing is, and Microsoft has tried literally hundreds of times to get me to move to cloud based computing. It asks me if I want to make the move, and then does not allow "no" for an answer. I have to deal with this just to log on. Everybody that owns Windows knows this and if they aren't angry about it, it is because they are flat out stupid. Are you flat out stupid? It has been this way for years, and I have been pissed about it for years, while I only started using AI a few months ago.

Yes, you should only be taxed on any gains added to the Traditional IRA between the time the money was contributed to the account until it was converted to the Roth IRA.
If you are being taxed on the full amount that was converted, then the basis of the Traditional IRA is most likely not being taken into account.
Take a look at the following TurboTax help article to learn more about the steps involved to report a backdoor Roth IRA conversion to be sure that the basis information has been entered for your Traditional IRA contribution.
How do I enter a backdoor Roth IRA conversion?

For U.S. citizens, the 1099-DIV Box 2f (Section 897 capital gain) does not require a separate entry becuse the amount is already included in the Total Capital Gain Distributions (Box 2a).
