You didn't mention the particular state, but here's some information about state refunds in general and how to check on yours.      First, you need to be sure your state return was successfully filed.   If you efiled, be sure your efiled state return was accepted.  If you used Online TurboTax, you can check by looking at the Tax Home in your Online account.   Or did you choose to file by mail instead?  TurboTax does not mail it for you.  If you chose that method, you have to print, sign, date, and mail it.   The FAQ below tells how to check on a state refund.   When you scroll down further there, you will see a link for your state to get to its refund lookup tool.   Some state revenue department websites have a FAQ section or info on their refund lookup page that tells about how long it takes in that particular state.   FAQ:  How do I track my state refund? https://ttlc.intuit.com/turbotax-support/en-us/help-article/tax-refund/track-state-refund/L3jgO8PGs_...   After checking all of the above, if your processing is taking longer than the usual time frame for your state, you can phone your state department of revenue's customer service to see if they can tell you the reason for the delay.   FAQ:  How do I contact my state's department of revenue? https://ttlc.intuit.com/turbotax-support/en-us/help-article/state-taxes/contact-state-department-revenue/L9qVToi02_US_en_US

The state return gets information from the Federal return.  So if the EIN is correct in the Federal section, then it should also be correct in the state.     If there is a place on the state return that you see it is not correct, then you can try to delete the state return and go through it again.  That will pull all the Federal information back to the state.
You received an email from TurboTax describing why the tax return was rejected.  What does it say?

Did you e-file your tax return and was it accepted? Only the IRS and your State control when and if a Federal or State tax refund is Approved and Issued.   You complete your tax return by finishing all 3 Steps in the File section. In Step 3, to e-file your tax return, you must click on the large button labeled "Transmit my returns now".   After completing the File section and e-filing your tax return you will receive two emails from TurboTax. The first email when your tax return was transmitted and the second email when the tax return has either been accepted or rejected.   Note - Once a tax return has been Accepted by the IRS or a State, TurboTax receives no further information concerning the tax return or the status of any tax refund.  Only the taxpayer listed on the tax return can obtain the status of a tax refund or a tax return.   To check the status of an e-filed return, open up your desktop product or log into your TurboTax Online Account. You can find your status within the TurboTax product. If accepted by the IRS use the federal tax refund website to check the refund status - https://www.irs.gov/refunds If accepted by the state use this TurboTax support FAQ to check the state tax refund status - https://ttlc.intuit.com/turbotax-support/en-us/help-article/tax-refund/track-state-refund/L3jgO8PGs_...   After the tax return has been Accepted by the IRS (meaning only that they received the return) it will be in the Processing mode until the tax refund has been Approved and then an Issue Date will be available on the IRS website.
It indicates the IRS has received your tax return and is currently validating the information. It means the return has passed initial acceptance but has not yet been approved for a refund.

To learn more about the letter you received, follow the advice of Bsch4477 and call the phone number on your letter.   However, the numbers you mentioned appear to be related to having multiple employers and reaching the maximum amount of Social Security tax withholdings for the year.  If your W-2s had different EIN numbers, then TurboTax would have likely included the excess amount of $3165 on your Form 1040 Schedule 3 line 11.     You probably do not need to amend your return, but the IRS can advise you if that is necessary when you call.   See the following TurboTax help article to learn more about excess Social Security tax:   Can I get a refund for excess Social Security tax withheld?   @jyeh74
