The IRS should not need the Form 2210 to be sent with the return unless you are requesting a waiver of the penalty, and this could be why you don't see the form in the package of forms.
If you want to force TurboTax to print the form by requesting a waiver, in TurboTax Online:
Open your tax return.
Select Federal, then Other Tax Situations.
Select Start or Update to the right of Underpayment penalties.
You can trigger the waiver by answering Yes to Penalty Waivers.
This will remove the penalty from your return, but it should also print the Form 2210.
If you don't want to request a waiver, you can go back through the interview and change your choice.

I contributed $8k to my traditional IRA and it's listed as non-deductible, but I converted close to $20k to my Roth IRA. Line 13 of the 8606-T is showing around $3k. I was expecting $8k non-taxable and $12k taxable. Can anyone help me understand the big difference?

You cannot change the tax year. The current online program is for 2025 only. Only a 2025 return can be prepared online and only a 2025 return can be e-filed.

Online preparation and e-filing for 2022, 2023, and 2024 is permanently closed.
Note: The desktop software you need to prepare the prior year return must be installed/downloaded to a full PC or Mac. It cannot be used on a mobile device.
To file a return for a prior tax year
If you need to prepare a return for 2022, 2023, or 2024 you can purchase and download desktop software to do it, then print, sign, and mail the return(s)

You may also want to explore purchasing the software from various retailers such as Amazon, Costco, Best Buy, Walmart, Sam’s, etc.
Remember to prepare your state return as well—if you live in a state that has a state income tax.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.

Can you share a bit more detail about what kind of information you have in boxes 5, 6, 7 and on each line? Do you have tax that was withheld for 2 different states? Do you have income sourced to one state (box 7) but without taxes paid (box 5) next to it? If I could visually understand what your form is trying to say, I could help you enter it more easily into the software.

It sounds like this RRB Form 1099-R (Green Form) may have been entered in the Standard Form 1099-R section instead of the RRB 1099-R section. TurboTax is looking for information to match the specific type of form being entered, so let's delete this entry and then re-enter it.
How to delete the 1099-R:
Go to the Income section
Click Review on IRA, 401(k), and pension plan withdrawals
Click on the trash can to the right of your Form 1099-R, which will delete the Form
Note: After deleting, go out of the Income section temporarily before inputting the Form again by clicking the Deductions & credits on the left panel. This helps to refresh the system
Return to the Income section and re-enter your Form RRB 1099-R (Green Form), ensuring you select the RRB 1099-R box, before carefully following all of the prompts
Note: a Blue RRB Form 1099 is not entered in the 1099-R section. That form is entered in the Social Security (SSA-1099, RRB-1099) section

I chose not to add Max Protection early in the process when doing my 2025 taxes (after reviewing the help menus knowing that I could add it later.) So I declined it first, knowing I could add later. Now I am done and at the final screen to pay and it does NOT provide the option. What options, if any, do I have? I have changed browsers, re-reviewed a bunch of stuff ...nothing helps.

If TurboTax set up a direct debit with your state e-file, you generally can’t change the date in TurboTax after filing. Options:
State DOR: Many states let you cancel or change an e-filed debit by calling before the debit date. See How do I contact my state Department of Revenue?
Your bank: Ask to stop payment on that specific ACH debit (provide the state agency name, amount, and date). Do this a few business days before the scheduled draft.
If you are able to stop the payment (otherwise you'll be paying double), then you can pay directly to your state, using a mailed in voucher, or the state's online portal.
