exactly where are you seeing this. This forum can not see your return or tax data. This is why it's difficult if not impossible to answer your question. As a guess, possibly local income taxes from W-2, 1099s or pass-through state taxes from K-1s. if you can't resolve it, you can allow a TurboTax rep to see some of your data, but if you're using the free edition, there will be a charge.
the other possibility is to start over and look as you enter info for each section, what input generates this.

The Federal and state refunds come separately (usually on different days) from 2 different tax agencies--the Federal from the IRS/US Treasury and the state refund from your state tax agency. Here's how to see your refund amounts before any fees are taken out (if applicable.) You can verify your Federal refund amount by looking at the Form 1040, Line 35a. You can verify your state refund amount by looking at your actual state return. The refund line will vary from state to state. Then, if you paid any fees out of your refund, you should subtract the product fees plus any sales taxes. Most commonly the fees are taken out of the Federal refund, but in a few states it's possible to be taken out of the state refund. In those states TurboTax says it will take the fees out of whichever refund arrives first and is large enough to cover the fees. If you're looking at a summary screen in TurboTax, that can be confusing since that may be the total of both the Federal and state situations. If that's not what you wanted to know, then please ask your question a different way and explain what you mean.

is there an amount greater than 0 in local withholding? if so, then it seems that whoever prepared the W-2 left off important information like locality(not sure if this is blank or not) and local wages. You may need to contact the source for a corrected W-2. On the other hand, if local withholding is zero, then locality, local wages and local withholding should all be blank.

If you have both Federal and state returns, and don't want to pay for both, then in order to pay and efile just the Federal return by itself, you'd have to delete the state return. You can later add the state return back and pay for it when efiling the state return.
