Some more info on the last month rule and testing.  I believe the last month rule only applies if you had coverage on Dec 1 but did not have it for the entire year.  Coverage on Dec 1 allows you to make full HSA contributions for the year, BUT you are then subject to the testing period.   If you had coverage for ALL of 2024, then you are not subject to the testing period and the last month rule does not apply.

The offer valid for active duty and reservists of an enlisted rank (E-1 through E-9) with a W2 from DFAS.    If you are a Commissioned Officer (O-rank), Warrant Officer (W-rank), or a Veteran/Retiree, you no longer qualify for the "Free" military offer. You may receive a small discount (often 20% via USAA), but the federal and state filing will not be $0.   If you are still eligible for the discount, you can sign up here. Discount applied when you're ready to file.

@ksayeau Maybe there's some kind of override there? You can remove any overrides by selecting Edit > Form Overrides > Cancel all Overrides.

Yes, it is the correct action in TurboTax.  Although your employer did withhold this amount for you, it is included with all of your federal withholding (line 25, Form 1040).  Once everything is calculated to arrive at your total tax, then withholding will be used to reduce your total tax.   Schedule 2, part 2, line 11 (from Form 8959) is combined with any other special taxes and carried to Form 1040, line 23.  You can review your forms before you complete your return by using the steps below.   From the left rail menu in TurboTax Online, select Tax Tools (You may have to scroll down on the left rail menu.) Select Tax Tools On the drop-down select Tools On the pop-up menu titled “Tools Center”, select View Tax Summary  On the left sidebar, select Preview my 1040  For TurboTax Desktop, change to 'Forms' and review the forms.
