State eFiling is Not Transmitting

When i try to submit my efile (California), I pay with my credit card and I get a message that my TurboTax State eFile has been restored. The charges go through as I can see it on my credit card but then I get a screen saying payment didn't go through and I'm never able transmit my State return.
