Getting error 5641

I am installing turbotax 2019 on a 64 bit machine. I am getting the error code 5641.

I have done the following with no luck.

1. Uninstalled the program.

2. tried to delete the folders as follows C:\Program Files (x86)\Common Files\Intuit\Database Providers
C:\Program Files (x86)\Common Files\Intuit\Update Service v4

It will not delete these folders I am being told the program in in use, but this can not be correct since I have uninstalled the program.

3. Disable/pause your anti-virus real-time protection and automatic backup software.
4. Reinstall TurboTax.

Still no clear installation
