How do I claim an honorarium earned outside of the US?

I received an honorarium for a talk I presented in a foreign country. Because it was overseas, I received no paperwork for it. Because this was received in a foreign country, is there any special process I need to follow to claim it, or do I claim as for other honorariums?

Yes, you do have to report it, because the IRS requires that you report all your income from all sources. There is no special process to report this income, but if you paid foreign income tax on it you may be entitled to a Foreign Tax Credit.

Can you elaborate on how to enter this in to the TurboTax software? This is not a salary, so I am not exactly sure what category it might fall under.

You would report as other income. If you pay taxes on the same amount of income to the foreign tax authority, you can claim a foreign tax credit on Form 1116 your 2019 US taxes. I am also posting an answer from LeeM for your reference: honorarium

In TurboTax online program:

Sign in to your account, select Pick up where you left off
To the right upper corner, in the search box, type in "other reportable income" and Enter
Select Jump to other reportable income
Follow prompts

To claim a foreign tax credit, here are the steps:

At the right upper corner, in the search box, type in "foreign tax credit" and Enter
Select Jump to foreign tax credit
Follow prompts

Please note that, generally, doing honorariums occasionally are not considered self-employment, you would enter it as miscellaneous income. ( line 8 on Schedule 1 and Form 1040 ) However, if you do it regularly and frequently, you should report it as self-employment and file a schedule C to pay self-employment taxes.
