Yes, a high efficiency tankless water heater qualifies as an energy efficient improvement. It is eligible for a credit of 30%, up to $600.

It hypothetically can, but it depends on the efficiency rating.

You haven't told us the efficiency rating (or the brand and model number), so there is no way anybody can tell you if your specific water heater qualifies for the tax credit.
