No, car registration and car insurance are two different things.  Car registration is paid when you visit Department of Motor Vehicle to register your car.  Car insurance is what you pay to your insurance carrier to protect you from damage on your car. While car registration is tax deductible, car insurance is not - for personal vehicles.
