Illinois requires that a 1099-R form be filed with Taxes.

Illinois requires that a 1099-R form be filed with the return otherwise they will process the income as regular income which is taxable.   I do not see where TurboTax State asks for the form to attach.  I know I was audited last year.

    Unless you are filing by mail you do not need to attach a copy of your 1099-R to your Illinois Tax return.  There is no option to attach your Form 1099-R to your electronically filed tax return in TurboTax Online.  If the information on your 1099-R agrees with the information you enter on your tax return you won't be asked to mail a copy of your 1099-R, unless your Illinois state return is audited.

    Well I am back to filing on the Illinois website because if there is any question it takes most of the year to get it resolved due to the slow response by illinois Tax people.  Why not provide an option to upload the forms?
