Question

My illinois tax return has been taking a long time to process. It says: We have received your return, but we cannot process it completely without additional review.

The IRS did not begin to accept or process 2020 returns until February 12; a state e-file could not be accepted until the federal e-file was accepted, so not sure why you think it has been such a long time---it has been less than three weeks.   And...unfortunately, IL is not known for being very fast to issue refunds.   If the state wants any additional information from you they will send a letter.

Only IL can advise you as to the reason, as it does not notify TT.  But it could just be a generic "we're still working on it" message.  Also see this, especially # 9, What if I am counting on my refund for something important?

Q: Why are refunds taking longer for this tax filing season?
A: We are taking additional steps to protect Illinois taxpayers from identity theft and fraud. To ensure the security and confidentiality of taxpayer information, we have initiated a review process to combat against fraudulently filed returns.

@mattosiris How long did it end up taking for you to receive it? My status says the same thing.
