Can I file just a state return without filing my federal?

If you only want to file the state tax return using TurboTax, the state tax return can only be printed and mailed, it cannot be e-filed.

When you use TurboTax the information flows from the federal return to the state return. You cannot use TT to prepare a "stand alone" state return. Try going to your state's tax website to see if you can file there.
