the question was very clear i need to send 1099 for someone i paid...how do i get that info to IRS

The various 1099 forms are reported to the IRS on IRS form 1096 Annual Summary and Transmittal of U.S. Information Returns here.

The instructions and IRS mailing addresses are found on the form.
