Do I have to file Michigan Income tax if I have a low income?

Maybe.  Michigan residents:  You must file a Michigan return if you file a federal return or your income exceeds your Michigan exemption allowance.   For the 2023 income tax returns, the individual income tax rate for Michigan taxpayers is 4.05%, and the personal exemption is $5,400 for each taxpayer and dependent.  An additional personal exemption is available if you are the parent of a stillborn child delivered in 2023.   Were you required to file a federal return?

I do not have to file a Federal return as my Adj Gross Income is under 10K, I'm filing single and I am older than 65 (85).  My Fed Adj Gross does exceed MI allowed exemption- but that income is all exempt from tax in MI. My Fed adj gross income is my Soc Sec. and my Pension which is non taxable in MI so my Income Subject to tax is "0" (line 14 on MI1040).

You stated that your Federal adjusted gross income exceeds your Michigan allowed exemptions.  So according to Michigan's Department of Treasury website you are required to file a Michigan State Tax Return even if you do not owe any tax.

 

The State of Michigan's Department of Treasury website states that you must file a Michigan state tax return if you file a federal return or your income exceeds your Michigan exemption allowance. 

 

The Michigan Department of Treasury specifically states that if you meet either of these two situations,  "A tax return must be filed even if you do not owe Michigan tax."

 

The Michigan Department of Treasury further clarifies this as follows: You must file a Michigan Individual Income Tax return if you have income that would be included in federal adjusted gross income that exceeds your allowed Michigan exemption allowance(s).
