My Kroger W2 doesn't have an employer state id number in box 15 and it keeps asking me for one...

A blank box 15 employer state ID code on your W-2 should not cause a problem with your return processing at the IRS or the state revenue office. Here are some steps to work around this error message and allow you to file.
