You can not claim a spouse as a dependent.
See page 11 of IRS Publication 501 which says:

“Your spouse is never considered your dependent.”

You can find IRS Pub 501 at this link:

But you can file as married filing jointly even if one of you has little or no income.

If i file jointly as a married couple, can i get deduction of $24000 or just $12000 as i am the only one working?

@vivekghelani The standard deduction for married filing jointly is $24,000. It does not matter if one spouse is not working.
