What does overpayment mean? Do I have to pay the state $185 that I owe??

An overpayment is your Refund.  If you have an overpayment (your refund) you can tell them to keep part or all of it as a prepayment towards next year's tax return.  Most people want to get their refund now so don't put in any amount to apply to next year.

But you owe the state?  You can't have an overpayment and a tax due.

Overpayment means you have paid more taxes in (withholding) than you owed for taxes for the year.  The overpayment will be refunded to you. 

 

Yes, you will get your federal refund.  The IRS and your state tax agency are two different entities.  If you have a federal refund you will get that once the IRS processes your tax return. 

 

If you owe the state taxing agency, that amount is due by 15 Apr to the state and is to be paid by you separately.
