If I don’t have a us driver’s license nor state ID, what should I do in step 3?

You skip it.  You do not have an ID to enter.  You are not required to enter a driver's license or state ID in order to e-file your federal return.   Entering that information adds some security for you, but the IRS does not require it.  Your state might be picky about wanting an ID though.  If the state will not allow you to e-file without an ID you will have to print, sign and mail your state return.
