You can easily enter both amounts by using the blue hyperlink below selecting "Add another row" in the TurboTax online version or after the second row, TurboTax desktop automatically adds another row for you.

Be sure to fill in each category for each row of local withholding (Wages, Income tax, Locality).  If one of them is blank on your W2 you can enter the locality where you live if necessary.
