How to correctly determine Vanguard foreign dividend income from form 1099DIV

Does anyone know how to do it correctly? I ask because the instructions given by Vanguard seem to be wrong.

    Yes, and here is the flow on how to enter.

     

    1. Go to Federal > Wages & Income > Interest and Dividends.
    2. Select 1099-DIV and either import your Vanguard data or enter it manually.
    3. Check the box that says "My form has info in more than just these boxes" (usually at the bottom of the entry screen).
    4. Enter the amount from Box 7 (Foreign Tax Paid) exactly as it appears on your statement.
    5. After entry, there is a followup screen that appears that is labeled "Tell Us About Your Foreign Dividends"
    6. Then it asks for a Foreign Dividend Amount
    7. Here you would check your supplemental disclosure forms that came from your brokerage. In the disclosure, it will list the actual foreign dividend amount that was taken OR list a percentage of total ordinary dividends reported in Box 1A of the 1099 DIV.
    8. Here you will record the amount. If the disclosure is listed as a percentage, you will need to multiply the percentage by the amount listed in Box 1A of the 1099 DIV to record on the form.

    I entitled this question as a specifically Vanguard question, not as a "how to enter into TurboTax" one. Given that people are having to calculate this Vanguard figure before they enter it into their 1040 it is probably worth asking it here in the forum. I have discovered that Vanguard has been mis-informing their clients concerning the calculation. It's really only a "pre-Ttax" question, but it does concern people are who filing. Vanguard has acknowledged their error to me and I wanted to make it known, so I wanted to find out if anyone else had picked up on Vanguard's mistaken advice. The foreign income calculation has to be done by hand because, unlike Foreign Tax Paid, it is not picked up by an importation from Vanguard into Ttax (and which otherwise works beautifully).
