If you are owed something there is no reason to pay.  Please clarify what you are needing to do.

Re-read your own question---which does not make sense.  You do not pay for something that is owed to you.   Do you mean that you owe tax due and need to know how to pay?

 If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.
