Why in Box 14 SEC 125 $7103 ( 'Other-not on the list") listed on my return as State Mandatory taxes and is included in my Income taxes paid?

You need to select the very last drop down category in Box 14.

Sec 125 is health insurance, and your employer's decision to list it in Box 14 is voluntary. There's really no point to even typing this in.

I tested this on Windows Desktop Deluxe. It only flowed to the "mandatory" box if you chose the dropdown "Other mandatory deductible" when inputting your W2. Other-Not on List literally goes nowhere in the program. Turbo Tax has no clue what it is.

Please look back at your W2 entry and you will see that you did not choose "Other- not on list."
