My husband and I both work for the same company as 1099 employees. Should I combine our business expenses and report it as one business?

No, you should report your forms as they're made out to each of you. If one 1099 is for you and one is for your husband; then you're each self-employed and you'll each have your own schedule C attached to your personal married filing joint return. You can each add your "Self-Employed Business" to the software and then add your form 1099 within the "Income" section.

If you have a partnership (2+ people) then you would need to use Business software, which you check out HERE. With a separate business entity you must first file a business return and then issue the owner/workers forms to report on your personal return. Having a separate business is more complicated and the forms would need to be made out to the business; meaning the company would have to work with your business, not you as individuals.
