Do I need to upgrade to TurboTax Deluxe to receive my Lifetime Learning Credit or can I receive it with the free edition?? It says just $49 but then I see another $49 charge.

Yes, major tax reform and changes in the tax forms have resulted in changes to the tax software and you can not use TurboTax Free to claim the Lifetime Learning Credit.
