Although he is not our dependent, my wife and I are paying for our grandson to attend the University of Hawaii.  Does this qualify for a tax deduction

No, sorry, if your grandson is not your dependent, you are not able to deduct his tuition.  You are giving him a very generous gift, which is not deductible.
