Is Artificial grass tax deductible?

I though artificial grass was deductible due to water consrrvation in southern California, but can't find where to claim on form.

There are no credits on a federal return for installing artificial grass.

However, If you make improvements which increase your home’s market value and/or extend its useful life, you can add to the cost basis of your home, which may reduce the capital gain when you sell your property.
