Form 5695 still broken? Lines 17 a, b,c

I recently filed successfully through the web version and just got my federal return, but it was less the amount of the Residential Energy Tax Credit I was owed. I looked at my return and on form 5695 lines 17 a, b, and c are all checked "no" despite my not being asked those specific questions anywhere in the flow. If you select no for any of them you're not eligible. Had I been asked those questions they would have all gotten a strong "yes."

 

 

When I filed it didn't go through initially b/c of an error and the error code referenced form 5695. I checked these forums and saw that there was issue that was to be fixed on 3/6. I waited until 3/6 and tried again and it went through. So I assumed everything was working.

 

I called support yesterday and spent quite a bit of time trying to explain this only to be told that I should print out my return and mail it in as an amendment. 

 

TL;DR: form 5695 still seems to be broken; I paid for this service; I did what I'm supposed to do and now got less of a return; and the solution is to print it out and submit again?

    It appears that the qualifying questions weren't answered correctly, as indicated by the screenshot you submitted. Perhaps they weren't asked to begin with. Here is how to begin your amendment and then navigate to the qualifying questions. 

     

    1. Log In: Sign in to the same TurboTax account you used to file your original 2025 return. 
    2. Access Your Return: On the Tax Home screen, scroll down to the section titled "Your tax returns & documents."
    3. Find 2025 and select Amend (change) return.
    4. Click on Amend using TurboTax Online.  
    5. TurboTax will ask why you are amending. Since the IRS already adjusted your return, select the option: "The IRS or state sent me a notice" or "I need to change a form." 
    6. Go to Federal> Deductions & Credits.
    7. Go to Your Home>Home Energy Credits select update or revisit
    8. After you enter the report that you have an energy credit or carryover, say yes press continue to the next screen.
    9. Select No this home is mine in the next screen. press continue
    10. Next screen, indicate the home is in the US.  This will satisfy Line 17a on the form you are showing.
    11. Now review all the information you entered, including the address for the form.
    12. Continue until you reach a screen that says Tell us more about the residential energy property.  Here, mark all these with a yes answer.
    13. Now finish out the section.
    14. Now continue through until you see a screen that says Good news! You qualify for a home energy credit of $XXX...

    Once you are done with the amendment, you should be able to efile it if you efiled your original return. You shouldn't need to print and mail it as you were originally advised. Your should print it however, just to have a record of it. 

     

    Note: If your credits are claimed for qualified energy efficiency improvements in 2025 like windows or doors, as you progress through the interview, you will be asked a question Are the energy-efficient improvements reasonably expected to remain in use for 5 years? Make sure you say "yes" to this question. This is the only area where you will be asked this question and will record your answer in 17C of your return. It isn't asked unless you reported that you made energy efficiency improvements.
