I am housing a male veteran.  I do not collect rent.  He has his own room and bath.  We share meals. Can I use him as a deduction

Not sure how long your veteran roommate  has lived with you--you do not say.  There is a possibility you could get the $500 credit for other dependents for him--that is all, if you can even get that.  If you claim him, be aware that a person who is claimed as a dependent does NOT get the $1200 stimulus money.

Kudos to you for helping our veterans get on their feet after the sacrifices many of them have made. At best, they might qualify as a dependent under the "qualifying relative dependent" rules, which are different from the qualifying child rules.
