Child care deduction

My daughter is 2 years old and me and wife have enrolled her into an early learning program.  This program is at the private school we had planned on enrolling her in to when she was school age.  My co-worker enrolled his children in a similar program at another private school and said he has claimed the tuition expenses as a child care deduction.  However, his wife works and mine does not.  If I am reading the rules regarding deduction of child care expenses both parents have to be working or are full time students to be able to deduct this type of expense.

Is my evaluation of the child care expense rules correct?

both parents have to be working or are full time students to be able to deduct this type of expense.

That's correct - if your spouse does neither, you have no child care credit available to you.
