Couldn't make payment for tax return amendment

For my 2024 return, I missed non-resident CA state return and the corresponding credit in MA state return, so I need an amendment. However, I couldn't make payment to proceed filling online and I've confirmed it's not some payment issue at my end. I noticed that it shows ready-to-file but not ready-to-efile for CA state return. Is it because turbotax can't e-file amendment online for a new state return after that year's return deadline?
