My daughter received a 1098-T for the college where she is receiving a BA. During the summer of 2016, she went to a second college to take an intensive language class. That second school did not offer a degree, and did not give us a 1098-T. Can I deduct the tuition for that summer program?

Your school must be an Eligible Educational Institution in order for you to claim your expenses. See the link for information.
If your school is eligible, it must provide you with a 1098-T, unless for some specific reason it is not required. Examples include:
1. Nonresident alien students, unless the student requests the institution to file Form 1098-T,
2. Students whose tuition and related expenses are entirely waived or paid entirely with scholarships or grants, or
3. Students for whom the institution does not maintain a separate financial account and whose qualified tuition and related expenses are covered by a formal billing arrangement with the student’s employer or a government agency, such as the Department of Veterans Affairs or the Department of Defense.
