To be eligible to claim the American opportunity tax credit (AOTC) or the lifetime learning credit (LLC),
the law requires a taxpayer (or a dependent) to have received Form 1098-T,
Tuition Statement, from an eligible educational institution, whether domestic or foreign.
If the overseas educational institution is not listed in Database of Accredited Postsecondary Institutions and Programs (DAPIP),
your daughter is not eligible to the educational tax credit.
This doesn't answer the question. What do I enter for state and school zip code when university is overseas? Tried 99999 and 00000 and neither are acceptable Even though foreign university is ticked Turbo Tax still wants a valid state and zip code.
Have you entered the Province name in the state entry area? An example would be entering Ontario if the school from Canada was in the Province of Ontario. I am not familiar with European provinces, but I know Mexico also has Provinces. Also, most provinces have a code similar to a zip code associated with it. Just a suggestion.
