@swanfun are you US citizen/Resident ( Green Card ) ? are you spouse and child living with you in the USA and are they eligible for SSN ?
If you are citizen/Resident, you can always apply for ITIN along with your return. The process is as follows:
1. You prepare your return for paper filing ( filing by mail ) using dummy SSN ( such as 588-89-900x) for your spouse and dependents;
2. Print the return and "snopake" out the dummy SSNs and replace with "N R A"; sign and date the return ( you both need to sign );
3. Download form W-7 from the IRS site , print, fill out for one form for your spouse and for each of your dependents; attach required documents as outlined in the instructions for filing W-7.
4. Mail the return along with W-7 and required documents. This will result in human intervention and issuance of ITIN for your spouse and dependent retroactive for the year 2019. Note that once SSN is issued you must inform the IRS to cancel the ITIN and you must use the SSN and not the ITIN

FYI ... the dummy ITIN must always start with a 9 or the return will be incorrect ... so use 999- 88 -9999.
