I got my bachelor degree a long time ago, overseas ( at Haigazian University, Beirut Lebanon) and before becoming a US citizen. now I'm back to college for a certificate that I'm pursuing at the local college. this certificate is of freshman level classes. I never claimed the american opportunity credit before; can I claim it now? I am a US citizen now.

No, you cannot claim the American Opportunity credit as this credit is only for students in the first four years of post-secondary studies. You may be eligible for the Lifetime Learning credit or the tuition and fees deduction.
I am repeating some courses of my first degree for this new certificate, I'am taking college entry level courses.
