Is the education expense deduction glitching?

I believe TT is incorrectly saying that I don't qualify for educational expense deduction. My payments were $11,000 with $2,500 in scholarships. The message I get says that I don't qualify because I don't have net qualified expenses or my scholarships exceed my expenses. Neither of these are the case, what am I missing or is this a glitch?

No.  The fact is the Tuition and Fees deduction has expired by the end of 2017.  The education credits are still available if you qualify.
