You should enter the1098-T in TurboTax. It appears that the college you attend reports the spring scholarships in the tax year that you will receive the scholarships. It looks like Spring 2021 and Fall 2021 are what is covered on your 1098-T which would be correct. The college reports tuition and scholarships on a calendar year basis rather than on a school year basis.
All you can do is enter the 1098-T just as it is in TurboTax. If you have any questions, you should discuss them with the college. They are the only ones that could explain how they determine what is being reported.
You claim the tuition credit, or report scholarship income, based on your own financial records, not the 1098-T. In the 1098-T screen, click on the link "What if this is not what I paid the school" underneath box 1. You will then be able to enter the actual amounts paid. You will also reach a screen that allows you to adjust the scholarship amount for "amounts not awarded for 2021 expenses".
The 1098-T is only an informational document. The numbers on it are not required to be entered onto your tax return.
