Can scholarships and grants be considered income for the Healthcare.gov rules?

What is the difference with earned income and income from scholarships and grants? Can the scholarships and grants be considered income for the Healthcare.gov rules? 1098 t forms need to be included on tax forms but does that money also count for overall income with the healthcare rules?
